ARTICULO 23. En el caso en que hubiere divisas retenidas y la actuación administrativa terminare en sanción, el Superintendente podrá ordenar que se descuente el valor de la multa impuesta y que su importe se deje a disposición de la Tesorería General de la República, sin autorización del investigado. El excedente, si lo hubiera, se devolverá a su propietario, de acuerdo con las disposiciones vigentes.
