Autorízase al Gobierno Nacional para que en cumplimiento y de conformidad con los artículos 341 y 345 de la Constitución Política y teniendo en cuenta la disponibilidad presupuestal y los lineamientos del plan fiscal de mediano plazo para que incorpore en el Presupuesto General de la Nación las partidas necesarias a fin de llevar a cabo las obras a las que se refieren los artículos anteriores.
