Revalidanse al señor José María Neira los grados siguientes: Teniente Coronel, con la antigüedad de 7 de agosto de 1900; Coronel, con la del 17de noviembre de 1900; y General de Brigada, con la del 23 de diciembre de 1901. Sométase esta disposición a la consideración del senado. Comuníquese y Publíquese.
