° Gozarán de la amnistía concedida por el artículo 28 de la Ley 20 de 1979, los contribuyentes cuyo patrimonio liquido en 31 de diciembre de 1978, no exceda de un millón de pesos ($1.000.000.00). Para tal efecto deberá probarse plenamente la posesión de los mismo bienes el 31 de diciembre de 1977 e incluirse en la declaración de 1978, presentada oportuna o extemporáneamente, o con ocasión de las adiciones a la misma, aunque hayan renunciado al derecho de adicionarla.
