º. Los Ingenieros Jefes o Administradores de las obras no podrán crear empleos de nómina ni señalarles asignaciones. Estas funciones corresponden directamente al Gobierno y por tanto tales cargos y asignaciones deben establecerse y fijarse por medio de decreto. Los nombramientos del personal de nómina se harán por medio de decretos, salvo en aquellos casos en que el Poder Ejecutivo autorice expresamente para hacerlos en otra forma.
