En tiempo oportuno el alumno presentará el tema que haya elegido para tesis a la consideración del Consejo Directivo. Si éste aprueba el tema de la tesis, el Rector designa como Presidente de ella, a un Profesor en ejercicio. Las funciones del Presidente de Tesis son: indicar si el tema escogido da materia para un trabajo original o de aplicación importante, y sin imponer su voluntad al alumno guiarle y aconsejarle cuanto sea posible en la confección de su tesis.
