Las Sociedades de Mejoras Públicas que tengan personería jurídica, gozarán desde la vigencia de la presente Ley de franquicia postal y telegráfica para todo lo que se relacione con la preparación, organización, celebración y propaganda de los Congresos de Mejoras Públicas.
