ARTICULO 8 º. Las instituciones de educación superior a quienes se les aplica el presente Decreto, deberán contar con las plantas de personal docente aprobadas por decreto del Gobierno Nacional a partir del 1º de marzo de 1994, previa expedición del certificado de viabilidad presupuestal por parte de la Dirección General del Presupuesto Nacional del Ministerio de Hacienda y Crédito Público.
