El Gobierno procederá a dictar las medias mas convenientes para que cuanto antes y bajo su direccion se proceda a hacer una edicion del mapa postal y telegráfico del país, y una edicion de la guia postal y telegráfica de Colombia, para el servicio de correos y Telégrafos de la Republica, para el servicio de los Consulados y Agencias en el Exterior y para el envio a las oficinas que determinan las Convenciones postales internacionales.
