Queda facultado el Gobierno Nacional durante el ejercicio fiscal de 1966, para incrementar si fuere necesario, las partidas para gastos disminuidas por el Congreso, asi como incrementar o reducir el cálculo o estimativo de las rentas aforadas en el Presupuesto. Si resultare déficit fiscal en la liquidación de la vigencia de 1965, el Gobierno solicitará al Congreso la forma de cancelarlo.
