El Gobierno Nacional contribuirá en la promoción y creación de Sociedad de Mejoras Públicas en cada municipio del territorio nacional. En las ciudades capitales de Departamento, Distritos y ciudades de más de trescientos mil habitantes, se podrán conformar Capítulos o Seccionales de la misma.
