El artículo 107 de la Ley 28 de 1979 quedará así:
"Voto en blanco es el que no contiene nombre alguno o expresamente dice que se emite en blanco. El voto en blanco se tendrá en cuenta para obtener el cuociente electoral. El voto ilegible es voto nulo".
