El Ministerio de Agricultura y Desarrollo Rural a través del Banco Agrario de Colombia como entidad otorgante del subsidio atenderá programas de vivienda nueva, construcción en sitio propio y mejoramiento de vivienda, de acuerdo con los déficit cuantitativo y cualitativo, identificados por el DANE, en cada una de las regiones del país.
