La persona que celebre con el Estado contrato de exploración y explotación de petróleo se obliga a depositar mensualmente, en el fondo especial de becas en el Ministerio de Minas y Petróleos. Para atender al sostenimiento de becas en el exterior, la suma de un tercio de centavo de dólar (US$ 1/3 centavos) por cada barril de petróleo obtenido en la explotación.
