El Municipio de Pasto queda autorizado para hacer operaciones de crédito en la cuantía que fuere necesaria con el fin exclusivo de poder llevar a efecto el sorteo de lotería de que trata la presente Ley, sin sujeción a la cuantía fijada por la Ley 6 a de 1928, y previo el concepto favorable del Ministerio de Hacienda y Crédito Público.
