El Gobierno celebrará un contrata con el Colegio de Nuestra Señora del Buen Consejo, de la población de Albán, para hacer efectivo el compromiso de dicho plantel de educación sobre admisión gratuita de seis (6) alumnas internas para cursos de segunda enseñanza, durante diez años, con base en concurso y adjudicación de tales becas determinados por el Ministerio de Educación Nacional.
