De la prohibición de atar los créditos externos . Cuando las entidades a que se refiere este Decreto celebren contratos de empréstito diferentes al crédito de proveedores, no podrán pactar cláusulas que aten en cualquier forma la financiación con la adquisición de bienes o la presentación de servicios de procedencia específica, salvo lo dispuesto en el artículo 20 de este Decreto.
