Art. 13. El Servicio del Ministerio de Fomento se distribuye en cuatro Secciones que se denominarán por su numeración ordinal y á cada una de las cuales corresponderá el estudio de los asuntos que se le designan en los siguientes artículos. El número de Secciones puede aumentarse ó disminuirse como lo ordene la ley.
