Partidas presupuestales . De acuerdo con lo establecido en la Ley 142 de 1994, el Gobierno Nacional, por intermedio del Ministerio de Hacienda y Crédito Público, realizará todas las apropiaciones presupuestales, con el fin de asegurar que la Superintendencia objeto de reglamentación por este Decreto, pueda organizarse de una forma técnica y acorde con las funciones que debe desempeñar, de forma tal que pueda entrar en funcionamiento a partir de la fecha que de común acuerdo determinen el Superintendente de Servicios Públicos Domiciliarios y el Superintendente de Industria y Comercio.
