No se dará curso a las propuestas que no se ajusten a las bases o requisitos señalados en el artículo 3º del presente Decreto, ni a aquellas que no se acompañen de todos los documentos exigidos en los artículos 5º o 6º, según el caso. Tampoco se tendrá en cuenta ninguna propuesta formulada por persona natural o jurídica que anteriormente hubiere faltado al cumplimiento de contratos con el Estado.
