Art. 54. Cuando por negligencia o descuido el Tesoro municipal no cubriere oportunamente los gastos de Instrucción pública que sean de cargo del Distrito, además de incurrir en una multa de diez á veinte pesos por cada falta, será responsable de un interés á razón de un cinco por ciento mensual sobre la suma que haya dejado de pagar.
