ARTICULO 2

Establecimiento de relaciones consulares.

1.

El establecimiento de relaciones consulares entre Estados se efectuará por consentimiento mutuo.

2.

El consentimiento otorgado para el establecimiento de relaciones diplomáticas entre dos Estados implicará, salvo indicación en contrario, el consentimiento para el establecimiento de relaciones consulares.

3.

La ruptura de relaciones diplomáticas no entrañará ipso facto , la ruptura de relaciones consulares.
