Autorízase al Gobierno Nacional para que, de acuerdo con las Mesas Directivas del Senado y de la Cámara de Representantes, escoja el lugar donde ha de construírse la biblioteca y los despachos de los miembros del Congreso junto con las demás dependencias necesarias al funcionamiento del Congreso Nacional.
