º . Delégase en el Ministro de Hacienda y Crédito Público la facultad para celebrar, en nombre de la Nación, dos contratos de empréstito externo destinados a financiar apropiaciones presupuestales prioritarias de las vigencias fiscales 2001 y 2002, así

Con el Banco Interamericano de Desarrollo, BID, Programa Sectorial de Reforma Social, por la suma de trescientos noventa millones de dólares (US$390.000.000) de los Estados Unidos de América; y

Con el Banco Internacional de Reconstrucción y Fomento, BIRF, Préstamo de Ajuste Estructural Fiscal, por la suma de cuatrocientos millones de dólares (US$400.000.000) de los Estados Unidos de América.
