Queda especialmente prohibido a los habilitados, cajeros y pagadores oficiales hacer a los trabajadores retención, deducción o colecta alguna para fiestas, homenajes o regalos que directa o indirectamente se relacionen con otros empleados oficiales, o para partidos políticos o manifestaciones que tengan este carácter, salvo que en este último caso exista orden expresa del trabajador.
