Facultase al Poder Ejecutivo para reglamentar, en forma que consulte los intereses nacionales, la entrada, residencia y expulsión de extranjeros.

Parágrafo

Derogase el artículo 9° de la Ley 48 de 1920 y todas aquellas disposiciones que se opongan a la facultad que por el presente artículo se otorga al Gobierno.
