Adiciónase el literal e) del artículo 5 del Decreto 2144 de 1978 con el siguiente inciso: "En todos los casos en que se sancionen al contraventor o contraventores de acuerdo con el Decreto 2144 de 1978, el Gobernador, Intendente o Comisario enviará copia autenticada de las diligencias al juez competente de la justicia ordinaria para que sin calificar la contravención decida, si hubiere mérito legal, iniciar la investigación penal".
