Artículo vigesimotercero. Los casos de con tiento entre los Gobernadores, o entre los Intendentes y Comisarios, por razón de competencia en ejercicio de las funciones de que trata esta Decreto, serán resueltos por el Ministerio o Departamento Administrativo del ramo, adoptando siempre la solución más favorable al interesado.
