El conocimiento de los delitos a que se refiere este estatuto corresponde en primera instancia, en forma exclusiva, a los jueces penales y promiscuos del circuito. Para su investigación se utilizará de preferencia personal especializado de Policía Judicial y jueces, de Instrucción Criminal, radicados o ambulantes.
