Artículo primero. Autorizar a la Federación Nacional de Cafeteros para que por conducto del Fondo Rotatorio de Crédito Cafetero, en los términos y condiciones establecidas en el Acuerdo número 3 de 1980 de este Comité, destine la suma de $ 5.000.000.00 previsto en él para los damnificados de la avenida del río en el Municipio del Playón, Departamento de Santander, al otorgamiento de créditos para la reconstrucción del acueducto de esa población.
