Con base en la compilación señalada en el artículo anterior, se autoriza al Gobierno nacional para que a través del Ministerio de Cultura se publique un libro biográfico e ilustrativo del expresidente Julio César Turbay Ayala, con el fin de que se distribuya un ejemplar para cada una de las bibliotecas públicas dentro del territorio nacional.
