De conformidad con lo dispuesto en el artículo 16 de la Ley 60 de 1993, las mismas funciones y responsabilidades asignadas en este reglamento a los alcaldes distritales, serán también cumplidas por los alcaldes de los municipios que obtengan la certificación que les permita la administración de los recursos del situado fiscal y la prestación del servicio educativo.
