El gobierno hará construir cuando la situación del Tesoro lo permita, un puetne de hierro sobre el río Magdalena, en el sitio de Las Golondrinas, entre los Departamentos del Tolima y el Huila. La construcción se hará por administación directa o por contrato celebrado en licitación pública sobre el presupuesto y planos que previamente hayan sido hechos por Ingenieros al servicio del Gobierno.
