Autorizase al Gobierno para que, en cumplimiento de la presente ley, abra los créditos adicionales del caso o proponga al Congreso su apertura, y para que en la Ley de Apropiaciones de la actual vigencia haga los traslados de las partidas correspondientes a las secciones que ya estén funcionando como dependencias de otros despachos y que deban quedar incorporadas en los nuevos Ministerios.
