Art. 16. Cuando llegue á faltar papel sellado en alguna de las Oficinas de expendio, se usará papel habilitado para los actos, actuaciones y documentos en que conforme á esta Ley debe emplearse aquél. La habilitación se hará por medio de una nota que pondrá el respectivo expendedor en una hoja de papel, en la cual se haga constar la falta. A cada hoja así habilitada se agregará una estampilla de habilitación, según la clase de papel á que ésta se refiere.
