Créase el Certificado Electoral como plena prueba del cumplimiento ciudadano del deber votar, el cual será expedido por los jurados de mesa de votación, o el Registrador Municipal o Distrital del Estado Civil o el Cónsul del lugar donde se encuentre inscrita la cédula.

Parágrafo

El Gobierno Nacional reglamentará todo lo relacionado con el Certificado Electoral, determinará el tiempo y la forma de su expedición, lo mismo que sus refrendaciones sucesivas.
