Art. 19. Los exportadores que no quieran someterse á las prescripciones del presente Decreto, podrán ser eximidos de su cumplimiento, pagando un impuesto de exportación igual al veinte por ciento (20 por 100) ad valorem de los artículos que exporten, impuesto que se hará efectivo con la aplicación de las mismas reglas que deben observarse para la enajenación de la cuota parte en oro de que tratan el artículo 2º y siguientes.
