Los individuos que quieran promover la creación de un Municipio principiarán por elevar la solicitud de que habla el ordinal 3o. del artículo anterior, y comprobarán con la lista de electores que la solicitud ha sido firmada por más de la mitad de los ciudadanos que habitan dentro de los límites que se piden para el nuevo Municipio. Acompañaran, además, un plano general del territorio respectivo y las pruebas de los demás hechos o condiciones que se determinan en el artículo precedente.
