Si las reservas de caja de los aportes de la Nación correspondientes al año fiscal de 1989 no hubieren sido ejecutados el 31 de diciembre de 1990, expirarán y en consecuencia, los jefes de presupuesto y pagadurías de los respectivos organismos y entidades reintegrarán los dineros respectivos a la Tesorería General de la República antes del 31 de enero de 1991.
