Autorízase al Gobierno para prorrogar, por el término que considerar conveniente, la rebaja de que habla el artículo 97 de la Ley 63 de 1936 . Se le autoriza igualmente para condonar los recargos a los deudores del impuesto sobre la renta con anterioridad al año de 1930, inclusive, siempre que hagan el pago antes del 31 de diciembre del presente año.
