El artículo 1º de la Ley 551 de 1999 quedará así:

Artículo 1º. Amplíese hasta la suma de cien mil millones de pesos ($100.000.000.000) a valor constante a la fecha de expedición de la presente ley, la emisión de la estampilla "Pro Universidad Popular del Cesar" creada por la Ley 7ª de 1984.
