Los recursos en materia de impuesto sobre la renta y complementarios, que a la fecha de vigencia del presente Decreto hubieren cumplido dos (2) o más años de interposición sin haber sido resueltos, en la vía gubernativa, se considerarán fallados y, por consiguiente, quedarán en firme las correspondientes liquidaciones privadas o las privadas para reclamar, según el caso, sin necesidad de pronunciamiento previo. Lo dispuesto en este artículo incluirá los recursos con relación a los cuales no se hubieren cumplido los respectivos presupuestos procesales.
