La Nación transmite el dominio de los terrenos baldíos :
1.° Por adjudicaciones á cultivadores;
Por cesión á empresarios para fomento de industrias ó de obras de utilidad pública ;
3.° Para fundación de nuevas poblaciones y á poblaciones de las ya fundadas ;
4.° A cambio de bonos territoriales ó títulos de concesión ; y
5.° A título de venta por dinero.
