Art. 4°. Suprímense los Administradores departamentales, provinciales y municipales de la Hacienda de los Departamentos. El Ministro de Hacienda y Tesoro dictará los decretos y reglamentos convenientes para que las funciones de estos empleados sean desempeñadas por los empleados y oficinas nacionales, y, si fuere necesario, creará nuevos funcionarios.
