Decisión por mayoría. Si hubiere discrepancia sobre la aplicación de los criterios establecidos en el artículo anterior para la designación de la entidad del Gobierno nacional encargada del trámite y pago, el Comité de Ministros adoptará la decisión por mayoría simple.
