º El Consejo Nacional de Oceanografía convocará por lo menos una vez al año a la Comisión Colombiana de Oceanografía de que trata el artículo 3º, invitando además a las entidades vinculadas directa o indirectamente a ella que considere convenientes, con el propósito de analizar los asuntos del mar y recomendar las actividades que deban realizarse en el país en el área de las ciencias y tecnologías del mar.
