Con los recursos a que se refiere el numeral 1. del articulo anterior, y los recursos de capital provenientes de crédito interno y externo se formará el presupuesto de la Oficina principal con cargo al cual se financiarán los gastos de funcionamiento de ésta y de los terminales marítimos y fluviales a su cargo, los programas de inversión y rehabilitación de obras y equipos y el servicio de la deuda externa y de la deuda interna cuando dichos recursos se destinen a inversión.
