Art 2.° Esta suma declárase incluida en el Presupuesto de Gastos de la vigencia próxima, y ella será entregada al Presidente del Concejo municipal de la ciudad de Bucaramanga. Dicho Concejo Municipal queda facultado para señalar el sitio y forma en que la estatua debe ser levantada.
