El Gobierno puede comprar las extensiones mayores de quinientas hectáreas que estén situadas cerca de los grandes centros de consumo, para luego venderlas, a precio de costo en pequeños lotes que no pasaran de cincuenta hectáreas.

Parágrafo

Las compras pueden hacerse por medio del Banco Agrícola. En las ventas puede exigirse una pequeña cuota al contado que no pase del quince por ciento (15 por 100), y el resto con los mismos plazos y condiciones establecidos por el Banco.
