La ley establecerá las condiciones y las normas bajo las cuales los Municipios pueden asociarse entre si para la prestación de los servicios públicos. Las Asambleas, a iniciativa del Gobernador, podrán hacer obligatoria tal asociación, conforme a la ley citada, cuando la más eficiente y económica prestación de servicios así lo requiera. (Artículo 198 de la Constitución Política).
